This isn't an issue with the series so much as Superhero teams in general and why it's a bad idea to have series' about them.
I was never a huge fan of Superhero team ups for the reason that a team of Superheroes would be able to destroy or fix anything in like ten seconds and it was unrealistic (I know, I know) to expect Superman, let alone Superman plus 5 people to fail at anything unless it was with Apokolips or Doomsday.
Though I did watch a few episodes of both JLA series'. I just couldn't get into it. All I can handle is having a sidekick or two and having two or three people following Batman around kind of defeats his stealth lone wolf i-am-the-night ideal.
Not to mention you can't ever flesh out so many characters at once. You have the members of the JLA, then you have their sidekicks/helpers, then you have love interests and then supporting characters, like police chiefs or politicians. Then you have all the villains and villain henchman.
That's so much to do that it often will end up, unless given to an army of writers, as the epitome of half assed.

I agree with you. This is exactly why not all seven leaguers are together in every episode besides, there being no purpose in the story of course. For example, in "Wild Cards" if both Wonder Woman, and Martin Manhunter have been present then the Royal Flush gang would have quickly dispatched, and the Joker easily apprehended. It would have been over in 15 minutes. There several other episodes I can remember that are like this. The only time when you see the Leaguers all together is when their facing big scale problems like an invasion, or going against other super powered beings which makes sense. All in all your right, but to be fair some of the enemies they've faced do seem to genuinely powerful in both series. Though I did watch a few episodes of both JLA series'. Haha, To be honest it never bothered me. It's not like he ever hanged, or socialized with them so it was always all right to me. The only thing that made me go "Hmmmm" was when he fought in broad daylight. That was really unusual. Not to mention you can't ever flesh out so many characters at once. Then you have all the villains and villain henchman. JL and JLU seemed to do all that imo except, for sidekicks because well......most of the time they weren't even there. Stupid Batman embargo. Supergirl was written cheaply off the series, but atleast she was there. As, for politicians and officials yeah, unfortunately they were introduced in some episodes and never seen again. Which, is ashamed because some seem like genuinely interesting characters. Heck, the villains got their time to shine in the Legion of Doom season.

Well I probably should watch more JLA before passing judgement on it. Though from what you said you basically confirmed most of my suspicions.

Too be fair most of the problems lie on season 1 of the show. Most of the enemies they fight in the rest of the series are genuinely powerful, and the only season 1 suffers from episodes that could have probably been 15 minutes if only the presence of a certain hero had been there. By that I mean there were episodes where Superman, and Green Lantern are absent and you could tell that with their presence everything would have been solved much faster. Though it isn't unbelievable to think Green Lantern and Superman, or any other hero would sometimes be unavailable at times.
